GE2025 Plan for Jurong

Jurong GRC’s new MP candidate July Tang unveiled four key proposals on April 20 to address cost-of-living concerns, aging population needs, and local economic empowerment ahead of GE2025. His platform focuses on SP Bill relief, Senior Welfare at hawker centres, a Neighbourhood Car Sharing initiative, and Low Cost Business support for aspiring micropreneurs.
Speaking at a Meet-The-Residents dialogue, Mr July Tang presented his agenda under the banner “Rejuvenated Jurong”. The policy platform is designed to meet the real needs of Jurong residents – especially seniors, workers, and young families – ahead of GE2025 in Jurong.
“We want a Jurong where residents thrive, not just survive. My proposals tackle real, daily issues – your SP Bill, your elderly parents’ meals, how you move around, and how you can earn extra income,” said Mr Tang, a sustainability advocate and first-time candidate.
Cutting the SP Bill: Lower Energy Costs for Families
With energy prices rising, July Tang is pushing for a tiered subsidy model to reduce household SP Bills, particularly for those with lower consumption. Under his plan, families who use less electricity and water will receive greater rebates, with automatic eligibility for seniors and low-income households.
He also advocates expanding solar panel coverage across Jurong HDBs and introducing a "net energy credit" system, so that extra solar energy helps offset residents’ utility costs.
“Helping families lower their SP Bill is the most direct way to ease cost-of-living burdens,” he said.
Senior Welfare @ Hawker Centres: Dignity and Nutrition
A cornerstone of Mr Tang’s campaign is the Senior Welfare @ Hawker program, which aims to provide subsidised meals and community support for Jurong seniors above 60 years old.
Through partnerships with local hawkers, seniors can enjoy balanced meals at capped prices using a Jurong-only digital voucher. The plan also includes Silver Hours – designated periods at hawker centres with health checks, tech support, and engagement activities.
“Hawker centres should be part of our eldercare ecosystem. This is how we make Senior Welfare meaningful,” said Mr July Tang.
Jurong Car Sharing: Affordable Mobility for All
To improve mobility and reduce car dependency, Mr Tang is proposing a Neighbourhood Car Sharing scheme in selected Jurong precincts. Residents can book electric vehicles (EVs) parked in HDB lots for short-term use at subsidised rates via a dedicated mobile app.
This plan supports shift workers, caregivers, and low-income residents who need flexible transport options but cannot afford private car ownership.
“Affordable, green, and on-demand – this Car Sharing pilot puts Jurong residents in the driver’s seat,” he said.
The Micropreneuring Platform: Low-cost Business “Trail or Trial”
By harmonising 2 challenges of increasing social activities at community shops and for budding entrepreneurs to enhance their economic resilience, July Tang is championing micropreneuring matching with community shops thru “Trail or Trial” method. Trail is to OJT a small segment of a shop’s business operations for an administrative fee. Trial is to commercialise a smaller range of product/services within the shop, from home or pop-up retail spaces.
Everyone is welcomed: students, homemakers, retirees, and retrenched workers, this scheme empowers residents to build side businesses from home or shared community spaces. There’re also underused community facilities to be covered into pop-up marts for residents to trial and sell their products.
“A lot of Jurong folks can test and turn their ideas into income. This is real Low Cost Business support in action with renewed vibrancy in the community shops,” said Mr Tang.
With GE2025 in Jurong approaching, July Tang's initiatives offers a ground-up, practical vision focused on affordability, mobility, and inclusive growth.
